Bill 4249/24 requires the installation of air conditioning units in public school classrooms to cool or heat, according to local conditions. The proposal is currently under review in the Chamber of Deputies.
The proposal also reduces the rates of the Contribution for Social Security Financing (Cofins) and the Tax on Industrialized Products (IPI) to zero for a period of five years on the purchase of equipment for schools.
“Research shows that thermal discomfort and poor air quality in an environment can result in a 7% loss in students’ learning capacity,” said the bill’s author, Deputy Allan Garcês (PP-MA).
Next steps:
The bill is being processed in a conclusive manner and will be reviewed by the Education; Finance and Taxation; and Constitution, Justice, and Citizenship committees.
To become law, it must be approved by both the Chamber of Deputies and the Senate.
